Mission
To proactively and purposefully forge partnerships and facilitate coordination with directorates at the Ministry , government organizations, private sector and development partners to ensure the active identification, solicitation, mobilization, allocation and efficient utilization of resources to realize Health Sector Transformation Plan.
Overall Roles and Responsibilities
The directorate has the following over all roles and responsibilities:
• The directorate has a responsibility of developing and leading the implementation of Health Care Financing Strategy.
• It has a role of assessing and ensuring cost-effectiveness of new and existing interventions.
• It also conducts resource mapping, alignment, allocation and ensure efficient utilization of financial resources.
• It monitors and manages grants of the health sector.
• It generates evidence through health economics and financial analysis.
It has 5 Case Teams

Key Strategic Initiatives
1) Resource Mobilization Team
• The resource mobilization team has an initiative of mobilizing resources
from external (Development and Implementing Partners) and domestic sources (Treasury, insurance, innovative approach)
• The team conducts a resource mapping, resource allocation, alignment and gap analysis on yearly basis.
• It follows up and provides technical support on the implementation of Health Care Financing Reforms.
• It works on donor grant proposal development, review and facilitation for signing of grant agreement (pre-award phase of grant management)
2) Civil Society Organizations Coordination Team
• The CSO team coordinates and performs review and endorsement of new projects submitted by Civil Society Organizations that are going to be implemented nationally.
• It performs monitoring and evaluation of Civil Society organizations projects implementation.
• The team is responsible to organize and cascade Partnership Forum with implementing partners and Regional Health Bureau counter parts
3) Partnership Coordination Team
• The partnership coordination team is responsible to coordinate the signing and implementation of bilateral agreements with different countries in the health sector.
• The team is engaged and works with Ethiopian Diaspora to work and support health sector of the country.
• The team prepares legal framework and conducts feasibility and initiates implementation of projects under Public Private Partnership modality.
4) Health Economics-Financial Analysis
Generate financial and economic evidences like
• The team is responsible for assessing operational efficiency and effectiveness of different health interventions
• It performs assessment of financial equity and Health Account study (analyzing public expenditure)
• It also conducts different economical evaluation/study.
5) Grant management
• The grant management team is responsible to record and monitor every grant with their grant agreement document
• It works on identifying anticipated risks of different grants and manages accordingly.
• The team is responsible to develop detailed implementation plan for every grant agreement, monitor the grant specific deliverables and take corrective action for gaps identified at all level (Directorates, Agencies and RHBs).
